End of the first part : the great debate launched by Emmanuel Macron ends Friday after two months of meetings across France and a mass of proposals in which the executive is going to have to draw to meet the expectations of the French.

Up now to the analysis that will precede the decisions. But the output should be complex and take several months.

– A unique moment –

 

Launched in mid-January to respond to the crisis of the “yellow vests,” the great national debate was an episode unprecedented in the history of the democracy of france. A “success” for the government, with more than 10.300 local meetings and 1.4 million of contributions on the site dedicated to.

A caveat : each contributor has made, on average, four contributions, according to the “guarantors” responsible for ensuring the independence of the consultation, which limits the extent of the mobilization.

Between 400,000 and 500,000 people have participated in the local meetings and the 16,000 “cahiers citizens” filed in town hall to collect the claims represent nearly half a million pages in the course of operation.

Half of the meetings were organised by elected officials, primarily mayors, the other by associations or individuals. And if the south of the country is more engaged, no major region has not been out of the process.

 

– Not “Top 10” priorities –

The French have been freely debated and themes such as health, education, purchasing power, culture, which were not included among those originally proposed have been widely discussed.

They are first expressed on the taxation – purchasing power, retirement, CSG, lower taxes, etc. – and the ecological transition. But it is not possible to draw “something like the +top 10+ subjects used by the French,” warns Isabelle Falque-Pierrotin, one of the five “guarantors”.

Of trends are emerging in contrast to the recognition of the white vote, the indexation of pensions on inflation, the recovery of the TFR, or the fight against social inequalities and the medical deserts.

Distrust vis-à-vis elected officials is also very strong : 60% of the contributors think that it is necessary to reduce the number of local elected officials, and 35% only want to transfer new missions to the local authorities, then it is a claim of the elect. And the extension of the referendum, a priority of the “yellow vests”, only attracted a minority of participants (43%).

– What is legitimacy ? –

The “guarantors” have deplored the interference of repeated Emmanuel Macron, who has multiplied the proceedings-marathons with elected officials and citizens, and members of the government in the debate. An exhibition that could, according to them, “fan the flames of mistrust” of the French and slow down the mobilization.

Especially, the great debate should not be perceived as a “large national survey,” which would reveal the priorities of the French, only those who wanted to who participated in the consultation.

Retirees, in particular, were over-represented and the young people very little present in the debate. “We can never say, +the French think that…+”, slice, a political scientist Pascal Perrineau.

– The “great debate” –

Emmanuel Macron has received the “great debate” and saw his popularity rating starting to increase again after reaching its lowest level at the height of the crisis of the “yellow vests”.

But the latest surveys show that the French remain skeptical about its effectiveness and six in ten (63%, Elabe) believe that the executive will not take account of the views expressed.

The consultation received a huge media coverage and all the world has heard about even if those who have participated in this debate represent only a small portion of the 47 million registered on the electoral lists.

– Output mid-April –

Emmanuel Macron has given itself a month to decide and will continue its tour of the regions. It should close the debate from mid-April, to give “the main lines of response and the direction of the direction to follow”.

Number of elected officials are urging the executive to take rapid steps, even symbolic ones, to meet the expectations of the French. But some of the ads could open up sites for several months and take different forms : referendum, draft legislation, the “Grenelle social, reengineering,…

Meanwhile, the amount of contributions is analyzed by specialized companies in the computer processing of mass data.

Conferences regional citizens ‘ (RCC) will be held on 15-16 and 22-23 march and discussions at the beginning of April in the Parliament. Of the CCR for which the organisers are struggling to recruit the hundred citizens drawn at random initially anticipated.
